S&P Cuts Outlook on United States to ‘Negative’; Maintains ‘AAA’ Rating

Standard & Poor’s Ratings Services has maintained its ‘AAA’ sovereign credit rating on the United States, but has revised the outlook on that rating to ‘Negative.’ This means that S&P believes there is a strong possibility — a one in three chance — that the country will be downgraded to a lower credit rating in the next several years.

According to Bloomberg, S&P cited “a material risk that U.S. policy makers might not reach an agreement on how to address medium- and long-term budgetary challenges by 2013.” At that point, if an agreement is not reached and “meaningful implementation is not begun by then,” it would mean in S&P’s view that the country’s fiscal profile would be “meaningfully weaker” than peer ‘AAA’ sovereigns.

Standard & Poor’s is currently the only ratings agency to take such a stance; CNBC reported that fellow independent ratings agencies Fitch and Moody’s were maintaining their respective ratings and outlooks.

The financial crisis of 2007 to present is a financial crisis
triggered by a liquidity shortfall in the United States
banking system. It has resulted in the collapse of large
financial institutions, the “bail out” of banks by national
governments and downturns in stock markets around the world.

It is considered by many economists to be the worst
financial crisis since the Great Depression of the 1930s.

Toyota Motor Corp., a once-unstoppable but now money-losing
automaker with idle production capacity, will stop making
vehicles next year at the New United Motor Manufacturing Inc.
plant in Fremont, Calif.

The decision, first announced by Calif. Gov. Arnold Schwarzenegger, is momentous for Toyota, a Japanese automaker proud of never having closed an auto plant since its founding in 1937.

But Toyota signaled it might quit the venture after its partner
at NUMMI for 25 years, General Motors Co., said in June it would withdraw as part of its bankruptcy.

“We deeply regret having to take this action,” Toyotas Executive Vice President Atsushi Niimi told reporters from Japan during a conference call late Thursday. He said Toyota had learned much from the joint venture with GM, calling NUMMI a “groundbreaking model of U.S.-Japanese collaboration.” Toyota plans to end production at Fremont next March 2010.

CHARLOTTE, North Carolina (AP) — Shares of Citigroup Inc.,
once the most powerful U.S. bank, fell below $1 a share
Thursday, March 5, 2009.

The stock fell to 98 cents in late morning trading, down
15 cents or 14.2 percent from Wednesday.

New York-based Citi has lost more than 85 percent of its
value so far this year, and is down more than 95 percent
from a year ago as the bank was pummeled by the financial
market crisis.

Citigroup’s shares will remain on the New York Stock
Exchange. Last week, the NYSE relaxed its listing rules
to allow stocks that fall under $1 to still be listed and
traded on the exchange.

The exchange said the change was warranted given the
“current period of unusual market volatility and decline.”
Ordinarily, an NYSE-listed company’s shares cannot remain
below $1 for more than 30 consecutive days. If that happens,
the company gets about six months to prove to the NYSE it
can boost its stock price.

As the recession deepens, the problems facing Citigroup —
souring loans and the impact of the recession — are only
getting worse.

NEW YORK (Reuters) - Bernard Madoff, a long-time fixture and powerful adviser on Wall Street, was arrested and charged on Thursday with allegedly running a $50 billion Ponzi scheme, U.S. authorities said.

The former chairman of the Nasdaq Stock Market who remains a member of Nasdaq OMX Group Inc’s nominating committee, is best known as the founder of Bernard L. Madoff Investment Securities LLC, the closely-held market-making firm he founded in 1960.

But the alleged fraud involved a hedge fund he ran from a
separate floor of the building where his brokerage is based.

Madoff told senior employees of his firm on Wednesday that
“it’s all just one big lie” and that it was “basically, a
giant Ponzi scheme,” with estimated investor losses of about
$50 billion, according to a criminal complaint against him.
